Upon failure to comply with such notice within the time therein mentioned, the Building Inspector may cause such billboard, sign board or roof sign, or such portion thereof, as is constructed or maintained in violation of Sections 1351.05 to 1351.15, to be torn down. It is provided, however, nothing herein contained shall prevent the Building Inspector from adopting such precautionary measures as may be necessary or advisable in case of imminent danger, to place such structure in a safe condition, the expense of which shall be paid by the owner, or person in charge or control thereof, or recovered against him.
