If such owner or person in charge, possession or control thereof cannot be found, or his whereabouts cannot be ascertained by reasonable diligence, the Building Inspector shall attach or cause to be attached to such structure a notice of the same import and that shall be required to be sent to the owner or person in possession or control thereof where such owner is known.
