All culverts or bridges necessary within the limits of the streets dedicated, all box culverts and drainage outlets necessary to carry surface drainage, all work necessary in the intersections of the dedicated streets with existing streets, including the repaving of such intersections and the construction of catch basins at such locations, shall be furnished by the owners of the proposed allotment, to the approval and satisfaction of the Zoning Commissioner.
