(a) Fires.
(1) No person shall start or maintain a fire on park property lands, except small fires in grills for cooking purposes or fires in fireplaces.
(2) No person shall leave a fire that he or she has started. All fires started shall be put out by the person starting them before leaving the area.
(3) Any person discarding a lighted match, cigarette or cigar shall completely extinguish and dispose of it in a proper receptacle.
(b) Preservation of Property and Plants.
(1) No person shall in any way damage, deface, destroy or remove any part of a park property owned facility, sign, equipment or other property.
(2) No person shall damage, destroy, deface or remove any part of any tree, flower, shrub or other vegetation.
(c) Alcoholic Beverages, Drugs, Opiates, Intoxicants, or Hallucinatory Substances.
(1) No person shall bring upon or into any park or recreational area any alcoholic beverages; furthermore, no alcoholic beverages shall be consumed in any park or recreational area, with the exception of the Mauthe Community Park Lodge, where alcoholic beverages shall be restricted to use in the lodge proper only when the lodge is rented for a specific social occasion.
(2) No person shall use, possess, distribute or offer for sale any drugs, opiates, marijuana or hallucinatory substances within the park property.
(3) No person shall be under the influence of the substances stated in subsection (c)(1) and (c)(2) hereof while within the park property.
(d) Gambling and Games of Chance. No person shall organize, conduct or participate in games of chance (bingo, poker, etc) in any form within the park property.
(e) Garbage, Yard Waste and Foreign Materials.
(1) No person shall discard or dispose of, on park property, any household garbage, yard waste or foreign materials generated outside of the park property.
(2) Refuse, garbage and other residue of a picnic or activity shall be deposited in receptacles provided for such purposes.
(f) Animals.
(1) Dogs, cats and other household pets are permitted on park property only if the animal is controlled at all times, either in a cage or on a leash no longer than six feet. Dogs and cats are not permitted on playgrounds, picnic areas, flower beds or in buildings or pavilions.
(2) Dog, cat or household pet droppings must be removed from the following park property facilities by the person in control of the animal: drives, parking lots, walkways, trails or within ten feet of the aforementioned facilities.
(3) No person shall abandon any animal on the park property.
(g) Snowmobiles, All-Terrain Vehicles, Dirt Bikes. No person shall operate a snowmobile, all-terrain vehicle or dirt bike on park property.
(h) Hours of Closing. The park shall be closed from 9:00 p.m. until 7:00 a.m. No person shall be on park property lands during these hours except park property employees on duty.
(i) Rollerskates, Skate Boards, Rollerblades and Bicycles.
(1) No person is permitted to rollerskate, skate board or rollerblade on park property drives, walking trails, playgrounds, tennis courts, walkways or parking lots.
(2) No person shall operate a bicycle on park property walking trails, playgrounds, tennis courts or walkways.
(j) Hike and Bike Trail. No person shall drive a motorized vehicle on any walking trail. Vehicles are restricted to paved roadways or drives and designated parking areas except with the permission of the Safety Service Director.
(k) Commercial Enterprises.
(1) No person shall offer for sale any article, privilege, service or subscription on park property lands.
(2) No person shall solicit collections or donations nor beg and hawk for any purpose on park property.
(l) Firearms, Fireworks, Explosives, Bows and Arrows. No person shall carry, possess, discharge or have under this control firearms of any type, air, gas, or pellet guns, sling shots, fireworks or explosives on or into park property lands except with the permission of the Safety Service Director.
(m) Disorderly Conduct. No person shall recklessly cause inconvenience, annoyance, or alarm to another, by doing any of the following:
(1) Engaging in fighting, in threatening harm to persons or property, or in violent or turbulent behavior.
(2) Making unreasonable noise or offensively coarse utterance, gesture, or display, or communicating unwarranted and grossly abusive language to any person.
(3) Insulting, taunting, or challenging another, under circumstances in which such conduct is likely to provoke a violent response.
(4) Hindering or preventing the movement of persons on a public street, road, highway, or right of way, or to, from, within, or upon public or private property, so as to interfere with the rights of others, and by any act which serves no lawful and reasonable purpose of the offender.
(5) Creating a condition which is physically offensive to persons or which presents a risk of physical harm to persons or property, by any act which serves no lawful and reasonable purpose of the offender.
(n) Parking. No person shall park a motor vehicle, motorcycle or any other vehicle on the lands of the park property except in places designated by the Safety Service Director for such purposes.
(o) Other Regulations. In addition to the general rules and regulations, park visitors are also subject to the rules and regulations on playgrounds and other park property facilities and activities.
(p) Penalty. Whoever violates any of these general rules and regulations is guilty of a minor misdemeanor for a first offense and shall be fined not more than one hundred dollars ($100.00); for each subsequent offense such person is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days or both.
