933.16 SPECIAL ASSESSMENTS.

The Director shall assess users for any additional fees, costs and expenses as may be necessary due to enforcement actions and legal fees, costs and damages from slug discharges and accidental spills, any special nonroutine pretreatment compliance monitoring surveillance, analysis and review and/or any other just cause allocable to an individual user.
