When requested by the user furnishing a report or permit application or questionnaire, the portions of the report, or other document, which might disclose information advantageous to competitors, shall not be made available for inspection by the public; provided, however, that such portions of a report, or other document, shall be available in judicial review or enforcement proceedings involving the person furnishing the report.
Information accepted by the City as confidential shall not be transmitted to any governmental agency or to the general public by the City until and unless a ten-day notification is given to the user. Waste constituents and characteristics shall not be recognized as confidential information.
