Whoever violates any provision of this chapter other than nonpayment of charges, or whoever violates any properly adopted rule, regulation or order authorized by this chapter shall be fined not more than five hundred dollars ($500.00) or imprisoned up to thirty days, or both. Each day a violation continues shall be deemed a separate offense.
