(a) In accordance with the Ohio Environmental Protection Agency Municipal Separate Storm System (MS4-Phase II) requirements the City of Struthers is required to establish certain procedures and regulations relative to storm water management.
(b) In an effort to comply with OEPA MS4-Phase II requirements, the City of Struthers, hereby, adopts as amended the Mahoning County Drainage, Erosion and Sedimentation Control Manual as part of the City of Struthers Storm Water Management Program.

(c) Council hereby adopts the Illicit Discharge and Connection Provisions and adding same as Section 9 to the Mahoning County Drainage, Erosion and Sedimentation Control Policies Manual, as amended and adopted by the City. (Ordinance No. 05-046)
