931.03 SAFETY-SERVICE DIRECTOR TO MAKE AND ENFORCE REGULATIONS.
   The Safety-Service Director is hereby empowered to make such other rules and regulations as are required with regard to the application of the sewer service charges. Such rules and regulations shall provide for adjustments, if necessary, in order to avoid unduly penalizing any user who may be a victim of circumstances under which he had no control. In the event it can be shown to the satisfaction of the Safety-Service Director, or his designee, with respect to any lots, parcels or premises containing a swimming pool, that the water consumed for filling, or partially filling such swimming pool, is provided by a source upon which the sewer charge is determined and is not connected to nor enters into the sanitary sewer system when discharged, such user can make application for a sewer charge adjustment, prior to filling, or partially filling such pool, at the Office of the Safety-Service Director.
   The Safety-Service Director, or his designee, shall investigate and determine, by appropriate mathematical means, the volume of water allowable and necessary to fill such pool to its appropriate level.
   The Safety-Service Director, or his designee, shall certify the volume of water to be allowed for reimbursement to the Auditor. The Auditor shall reimburse the user based on the applicable user rate and the volume of water certified as allowed for reimbursement by the Safety- Service Director, or his designee, upon presentation by the user of a paid-in-full sewer user charge receipt that reflects the volume of water used for pool consumption.
   Reimbursement shall be limited to once in any calendar year and in no case shall be made where the user's application for reimbursement was not, or could not be certified by the Safety- Service Director or his designee.
   Such rules and regulations shall be approved by Council. The Safety-Service Director is further authorized to enter into a contract with the Ohio Water Service Company to make collections of such sewer rental charges, which contract shall set out necessary details to make collections of such charges proper and efficient.
