931.01 SANITARY SEWER SYSTEM ESTABLISHED.

(a) Council declares it necessary to operate, maintain and construct within or without the City the necessary sanitary sewers, lift stations, sewage treatment works and necessary appurtenances for the use of the inhabitants of the City.

(b) The system of sanitary sewers and sewage treatment works shall be classed and operated as a public utility.
