917.03 CONNECTIONS; CURB CUTS; SPLASH BLOCK PROHIBITED.

Rough grading of lots must be completed before storm drains can be constructed. Storm drains shall be connected to storm sewer, if available, stream or to a properly constructed dry well. Where curbs exist a four-inch opening should be provided for downspouts. No splash block shall be permitted.
