Storm drainage construction must be done under direct supervision of a bonded contractor and inspected by the City Board of Health; provided however, any property owner may complete such work in accordance with regulations of the Board of Health and under supervision of the Health Officer. Inspectors must have twenty-four hours notice and will make inspections between 9 a.m. and 4:30 p.m., except Saturday afternoon.
