No work shall be done on storm drainage without a permit from the Board of Health. Further, such permit shall not be issued until the individual, association, corporation applying for such permit presents a diagram showing exact locations and depths of all utilities, sewers, both sanitary and storm; all in conformity with this chapter. A diagram as herein described shall also be given to the homeowner contracting for such improvement. Permits for storm drainage construction issued by the Board of Health must precede application for sanitary sewers.
