The Director of Public Safety and Service is hereby authorized and directed:
(a) To prepare and to keep on hand suitable forms for applications to be made and permits to be granted under the provisions of this chapter;
(b) To adopt and enforce suitable rules and regulations for determining the estimated cost of the restoration of any openings in any street, alley, sidewalk or public way, and for the restoration by the Street Department of the openings;
(c) To employ any clerks, inspectors and other employees as may be deemed necessary by the Director to carry into effect the provisions of this chapter. The salaries of the clerks, inspectors and other employees shall be paid by the City Treasurer out of the Street Restoration Fund on presentation of the proper voucher or payroll, signed according to law.
