Council hereby defines its past and present policy on the interpretation of the phrase, "plans, specifications as established heretofore by Council" in relationship to the construction and improvement of new and old streets in this Municipality as follows: "All such streets as alluded to above shall be a first class surfacing job with curbs adjacent to such street plus storm sewers. This Municipality shall set the grades of all such streets."
