(a) Council prohibits the drilling of any new oil or gas well.
(b) No person shall drill a gas or oil well within the Municipality. Wells already in existence on the effective date of this section may be deepened or otherwise improved provided that such wells comply in all respects with all ordinances or regulations of the Municipality pertaining thereto which are in force on the date on which such deepening or improving is undertaken.
