741.04 REVOCATION OF LICENSE; APPEAL.
   The Mayor may refuse to issue licenses to the parties and for the purposes aforesaid, and may revoke any license already issued for good and satisfactory reasons, which shall be reported to Council in writing by the Mayor at its first session following such refusal or revocation, but any party aggrieved by the action of the Mayor in refusing or revoking a license, may appeal to Council and upon due consideration by Council the action of the Mayor may be reversed and the license be issued, or its revocation annulled upon a two-thirds vote of all of the elected Councilmen.
