The Mayor is hereby authorized and directed to adopt, promulgate, amend and enforce such administrative rules and regulations as are necessary to execute and enforce the provisions of this chapter. The violation of any such rule by any licensee, his agent or servant, is sufficient cause for the revocation of the license held by such violator, when, in the discretion of the Mayor, such violation justifies the revocation of such license. The Mayor is further authorized to suspend for such time as he deems proper, the effectiveness of any license issued hereunder, for the violation of any rule adopted and promulgated under the provisions of this chapter.
