Each and every manually operated amusement device displayed by any licensee must bear the seal of approval of the Safety-Service Director. Such seal of approval shall be affixed to such device by the Director or by the person designated by him, after an inspection and examination of such manually operated amusement device, and only when such examination and inspection reveal that such device complies with the requirements of this chapter, is not a gambling device and will not be used for gambling. Any person who displays any manually operated amusement device which has been altered or changed in any material way after the seal of approval has been affixed thereto is guilty of a violation of this chapter. Any person who has not been designated by the Director therefor, who affixes any seal of approval to any manually operated amusement device, or who displays any manually operated amusement device to which any person other than those designated by the Director has affixed such seal of approval, or any imitation or facsimile thereof is guilty of a violation of this chapter.
