Upon the approval of such application and upon the payment of the annual license fee of fifty dollars ($50.00) for the first issued and twenty-five dollars ($25.00) for each additional license issued to display the manually operated amusement device as herein defined shall be issued to the applicant. Such license shall be for the fiscal year beginning April 1 of the calendar year or for any unexpired portion of any such fiscal year. Such license shall entitle the person therein named to display at or upon the premises therein described, one manually operated amusement device, providing such device has been approved by the Safety-Service Director.
