All entrances, exits, doors or windows of any building or part thereof in which a pool room or billiard parlor is maintained or housed, shall be kept free from bars, blinds, false partitions, painted windows or any unusual obstructions which might bar or hinder the police from making an inspection of such premises. The premises shall be maintained in a clean and sanitary manner and no minors shall be permitted to frequent such places.
