Every person desiring to operate a billiard parlor or pool room in the City shall first obtain a license from the Safety-Service Director. The license shall be issued for a period of one year and the following charge or charges shall be made: fifty dollars ($50.00) for the first three tables or less and five dollars ($5.00) for each additional table.
In the event that a billiard table or pool table is utilized by an individual at his home or by a private club for which use no charges are made, then no license fee shall be payable or demanded by the Safety-Service Director; but if such billiard table or pool table has a coin- operated device attached, then the regular fee shall be charged.
