It is hereby determined necessary to establish a Fair Employment Practice Commission to function and promulgate necessary rules and regulations in connection with the enforcement of this chapter. The Commission shall be appointed by the Mayor and its members shall be selected as follows: one member shall serve as a representative of labor, one member shall serve as a representative of business, one member shall serve as representative of clergy, and two citizens shall serve at large; one of whom shall be of the white race and one of the black race. The members shall serve without compensation and for a period of one year.
