(a) No person, without the written permit or proclamation of the Mayor, shall discharge within the City, any firearm, or throw, cast or discharge any squib, rocket, firework, cannon cracker or other thing charged with explosives, or cast any fireball or other thing charged with spirits or other combustible material. However, the City reserves and grants to its Police Department, Fire Department, civilian defense corps and other duly authorized police units the right to maintain and establish a firing range for the purpose of instructing and training its personnel in the proper handling, use and care of firearms. The firing range shall be subject to such regulations as adopted by the Safety-Service Director.

(b) Whoever violates this section is guilty of a minor misdemeanor.
