The Civil Service Commission shall hear appeals from the decisions of appointing officers of persons in the classified service who claim to have been reduced in pay, laid off, suspended or discharged by the appointing authority. An appeal to the Commission must be in writing and filed not more than ten days after the decision or action complained of. There shall be no appeal to the Commission from the authority granted to the appointing authority by Section 167.06(j).
