146.02 STAFF.

The Department of Human Resources is to be staffed by a Human Resource Manager and such other employees as the City deems appropriate, all of whom shall all be appointed by the Mayor, with compensation to be recommended by the Mayor and set by Council. The Human Resource Manager shall report to the Mayor.
