146.01 ESTABLISHED; PURPOSE.
   Council establishes the Department of Human Resources, under the direction and control of the Mayor, for the following purposes:
   (a)   Establishing record-keeping procedures for personnel and medical files, and maintaining such files;
   (b)   Assisting the Mayor in all personnel-related matters, including grievance and disciplinary procedures;
   (c)   Developing and implementing personnel policies and procedures, including employee handbook, establishing job descriptions and evaluations, training, and ensuring compliance with applicable law;
   (d)   Administering employee benefit programs; and
   (e)   Related duties as required by the Mayor.
