SECTION 23.04 EFFECTIVE AFFIRMATIVE VOTE OF COUNCIL.
   Whenever this Charter requires the affirmative vote of a stated fraction of the Council, the multiplicand shall be seven (7), reduced by the number of vacancies then existing in the Council.
