(a) No person shall move or cause to be moved a building or other structure within or through the City without having first obtained a moving permit.
(b) The Building Director is hereby authorized to issue a moving permit for the movement of a building or other structure over the public streets of the City, provided the permit applicant has complied with the following requirements:
(1) Submitted evidence of insurance approved by the Law Director, indemnifying the applicant and the City in the sum of at least five hundred thousand dollars ($500,000) each occurrence/ five hundred thousand dollars ($500,000) aggregate, five hundred thousand dollars ($500,000) for property damage and one million dollars ($1,000,000) for each occurrence/one million dollars ($1,000,000) aggregate, one million dollars ($1,000,000) for death or personal injury.
(2) Submitted a cash or surety bond in the sum of five thousand dollars ($5,000) satisfactory to the Law Director, indemnifying the City for any loss or damage to City streets or other public property.
(3) Obtained the approval of the moving plan by the Police Chief relative to any traffic control problems involved, the approval of the Fire Chief relative to any fire problems involved, the approval of any utilities that will be affected by the move, the approval of the City Engineer relative to the proposed site improvements, and the approval of the Service Director relative to the streets, and thoroughfares the structure will be moved upon.
(4) Submitted a letter signed by an official of any adjoining municipality where the building is to be moved and which approves such movement.
(5) Obtained from the Building Director a public property permit, after making deposits covering all costs to the City, in connection with such moving. (See Chapter 153 of the Administrative Code and Chapter 1305 of the Building Code)
(6) Obtained approval as to the location or relocation of the building or structure.
(7) Posted a performance bond in the amount determined by the Building Director as necessary to complete the preparation for moving, relocation and restoration of the building or structure so as to comply with the conditions of approval under subsection (b) (6) hereof and all codes and ordinances of the City relating to the safety of buildings.
(8) Obtained from an Ohio Registered Engineer a written statement that the building proposed to be moved has been inspected, that it is considered by him to be in a structurally safe condition and may be moved in the manner proposed.
