1329.03 BUILDING PERMITS.
   (a)   A building permit as provided in Chapter 1303 of this Building Code, shall be obtained from the Building Director before construction or development is commenced within any area of special flood hazard. In addition to the information required by Chapter 1303, all applications for building permits relative to construction or development in areas of special flood hazard shall include the following information:
      (1)   The elevation in relation to mean sea level of the lowest floor, including the basement, of all proposed structures.
      (2)   The elevation in relation to mean sea level to which any proposed structure will be flood proofed.
      (3)   Certification by a registered professional engineer or architect that the flood-proofing methods for any nonresidential structure meet the flood proofing criteria in Section 1329.09.
      (4)   A description of the extent to which any watercourse will be altered or relocated as a result of the proposed construction or development.
   (b)   In granting a building permit for construction or development within any area of special flood hazard, the Building Director shall conduct a review procedure to insure the following:
      (1)   That the permit requirements of this chapter and of the Building Code have been satisfied.
      (2)   That all necessary permits have been obtained from those Federal, State or local governmental agencies from which prior approval is required.
      (3)   Review all building permits for compliance with the provisions of Section 1329.10.
