All retaining walls thirty (30) inches or higher or within the setbacks as outlined in the zoning code are considered “structures” and are required to obtain building permits. Retaining walls must be constructed according to the adopted codes, manufacturers installation procedures or by an engineered design. These retaining walls shall all have proper drainage.
