In connection with the construction of any fence authorized by the City Zoning Code, the side of the fence closer to an adjacent property line and facing outward from the yard being fenced, shall be the smooth or decorative finished side, and all horizontal, diagonal or supporting members shall be on the interior side of such fence. Notwithstanding other provisions of the City of Streetsboro's code, barrier fences, without open space of any required percentage, shall be allowed.
