(a) An appeal from any decision of the Building Director may be taken within thirty (30) days from the date of the decision from which the appeal is taken by paying a fee as specified in Chapter 149 of the Codified Ordinances and filing with the Director a notice of appeal specifying the grounds therefor. The Commissioner shall forthwith transmit to the Board of Building Code Appeals papers upon which the action appealed was taken. Failure to file a written appeal within the time prescribed herein shall constitute a waiver of the right of appeal. Fee as specified in such Chapter 149.
(b) If the Board of Building Code Appeals determines after hearing that the appellant had reasonable grounds for the appeal or if the Board grants the relief requested by appellant in whole or in part, the Board may authorize the reimbursement to the appellant of all or part of such filing fee.
