553.01 OWNER'S RESPONSIBILITY.
   (a)   The owner of every parcel of land within a residential area of the City shall cut or cause to be cut all grass, dandelions, weeds, and other like vegetative growth in excess of ten (10) inches in length upon such land.
   (b)   The owner of every parcel of land within the City shall cut or cause to be cut all noxious, poisonous, or harmful weeds or vines upon such land.
   (c)   The term “noxious, poisonous or harmful weeds or vines” as used in this Chapter includes, but is not limited to, ragweeds, goldenrod, burdock, yellow dock dandelions, thistles, wild carrot, and any other weed or vegetable that exhales offensive or noxious odors or from which there is carried by the wind any injurious, offensive, or annoying pollen, dust, down, seed, irritant, or particles injurious to public health.
   (d)   The term “uncut growth” as used in this Chapter refers to the uncut growth described in either Sections 553.01(a) or 553.01(b).
   (e)   The term “residential area” as used in this Chapter has the same meaning as set forth in Section 352.01(a)(5).
