4-1-8: CERTAIN CODE VIOLATIONS, PENALTIES:
   A.   Issuance Of Citations: Whenever a police officer is authorized to cite or arrest a person because of the following violations:
      1.   An ordinance prohibiting or regulating the parking of a vehicle in a designated area;
      2.   An ordinance restricting the length of time a vehicle may be parked there;
      3.   An ordinance providing for business licenses (title 3 of this code);
such police officer may instead issue to such person a citation or notice designated "Citation Issued by Streamwood Police Department", giving the name and address of the defendant, and the village ordinance which he has violated, and indicating on said citation how and where the penalty for said violation can be paid.
   B.   Penalties Which May Be Mailed To Village: The following penalties may be mailed to the village collector at the Streamwood village hall, with checks made payable to the village of Streamwood:

C.   Penalties To Be Paid In Person: The following penalties may be paid only in person at the village hall and upon supplying the proper documentation as to current required licensing:

   D.   Notice Of Violation; Manner Of Resolving: Whenever a village employee or police officer is authorized to cite or arrest a person because of the following violations:
      1.   An ordinance regulating the construction of buildings, their materials and design (section 6-2-1 of this code);
      2.   An ordinance regulating the health and environment of the village (title 7 of this code);
      3.   An ordinance regulating conduct on streets, sidewalks and public ways (title 8 of this code);
      4.   An ordinance regulating the construction of buildings, their materials and design (title 9 of this code);
they may instead issue to such person notice designated "Notice Issued by Village of Streamwood", giving the name and address of the person, the ordinance which he has violated and indicating on such notice how such violation may be disposed of without a traffic ticket or other court citation being issued as set forth below.
   E.   Voluntary Correction Of Violation: Whenever a notice described in subsection D of this section is issued, such notice shall inform the violator that he may avoid the issuance of a traffic ticket, notice to appear, summons or complaint and warrant by voluntarily correcting the violation described in this notice and bringing documentary proof thereof to the issuing department of the village. Such notice shall further inform the violator that no penalty will be assessed through such administrative disposition of the violation but that an administrative fee will be assessed. Upon presentation of such satisfactory proof and payment of such administrative fee, the violator shall not be cited into court.
   F.   Payment Of Administrative Fee: In order to defray the reasonable expense of such administrative disposition as set forth in subsections D and E of this section and to take advantage of such procedure, the person who receives such notice shall pay an administrative fee based upon the following schedule:
      1.   Twenty five dollars ($25.00) if paid within ten (10) days of the issuance of the citation.
      2.   Forty dollars ($40.00) if paid eleven (11) days or later after the issuance of the citation.
   G.   Failure To Pay Citation: If any such notices so issued for such ordinance violations are not paid within ten (10) days of the time of issuance of said notice, then the village employee or officer shall have the authority to cause an arrest warrant, notice to appear, summons or traffic ticket, as the case may be, to be issued to the person for appearance in the circuit court of Cook County.
   H.   Each Day Separate Offense: In the case of such citations, violation within each twenty four (24) hour period shall constitute a separate violation.
