(A) The Sewer System Improvement Fund be and hereby is established, in accordance with R.C. § 5705.09, for the purpose of placing additional sewer funds resulting from an increase in sewer rates, for the purpose of the construction and operation of major capital improvements necessary to the sewer system of the village.
(B) The Village Clerk is hereby authorized to place 25% of all sewer rate revenues to said Sewer System Improvement Fund as they may be received by said Village Clerk.
