§ 33.18 AMBULANCES SERVICES.
   (A)   The Volunteer Fire Department is hereby authorized to charge the following fees for ambulance services provided to residents of the village and to residents of Franklin Township, as follows:
      (1)   A fee of $375 to each recipient of basic life support services;
      (2)   A fee of $500 to each recipient of advanced life support I services, when the recipient is transported;
      (3)   A fee of $175 to each recipient of advanced life support I services, when the services provided result in a non-transport;
      (4)   A fee of $625 to each recipient of advanced life support II services;
      (5)   Advanced life support I services are defined as any call where any of the following skills and/or equipment are used:
         (a)   Heart monitor;
         (b)   IV, whether attempted or successful;
         (c)   Advanced airway maneuvers; and
         (d)   Administration of medication, including up to two drugs (oxygen is considered a drug).
      (6)   Advanced life support II services are defined as any call where any of the following skills and/or equipment are used:
         (a)   Heart monitor;
         (b)   IV, whether attempted or successful;
         (c)   Advanced airway maneuvers; and
         (d)   Administration of medication, including over two drugs (oxygen is considered a drug).
      (7)   A fee of $12 per loaded mile to each recipient of any of the above services.
   (B)   The Volunteer Fire Department is hereby authorized to charge the following fees for ambulance services provided to non-residents of the village and to non-residents of Franklin Township as follows:
      (1)   A fee of $375 to each recipient of basic life support services;
      (2)   A fee of $500 to each recipient of advanced life support I services, when the recipient is transported;
      (3)   A fee of $175 to each recipient of advanced life support I services, when the services provided result in a non-transport;
      (4)   A fee of $625 to each recipient of advanced life support II services;
      (5)   Advanced life support I services are defined as any call where any of the following skills and/or equipment are used:
         (a)   Heart monitor;
         (b)   IV, whether attempted or successful;
         (c)   Advanced airway maneuvers; and
         (d)   Administration of medication, including up to two drugs (oxygen is considered a drug).
      (6)   Advanced life support II services are defined as any call where any of the following skills and/or equipment are used:
         (a)   Heart monitor;
         (b)   IV, whether attempted or successful;
         (c)   Advanced airway maneuvers; and
         (d)   Administration of medication, including over two drugs (oxygen is considered a drug).
      (7)   A fee of $12 per loaded mile to each recipient of any of the above services.
   (C)   In addition to the above charges, the Volunteer Fire Department is hereby authorized to assess a medic assist charge of $125 to any cooperating departments that assess a medic assist charge to the Volunteer Fire Department.
   (D)   In addition to the above changes, the Volunteer Fire Department is also authorized to assess a fee of $250 for auto extrication services, including but not limited to use of the Jaws of Life.
   (E)   It is determined that the difference in rates for non-residents of the village and of Franklin Township is justified due to the fact that residents of the village and of Franklin Township support said services through payment of taxes whereas non-residents do not.
   (F)   The Volunteer Fire Department is further authorized to continue their contract with Smith Ambulance Service, Inc. to provide billing services for the collection of the above fees and charges. All monies collected shall be deposited into the Fire Levy Fund, and shall be appropriated for the purpose of the operation by the Volunteer Fire Department of emergency ambulance service within the village and Franklin Township, including the payment of any fees incurred as a result of the above contract.
