§ 76.99 PENALTY.
   (A)   Whoever violates any provision of this chapter for which no penalty otherwise is provided in the section that contains the provision violated shall be fined as set forth in § 70.99.
   (B)   Any person charged with parking in violation of § 76.04 or Chapter 78, unless a specific penalty is otherwise provided therein, may pay a fine of $10 for each offense by appearing at the police station within 72 hours of the time appearing on the parking citation issued. After the 72-hour period expires, and the $10 parking fine has not been paid, then the parking citation will be voided and reissued for appearance by the violator in the New Philadelphia Municipal Court.
   (C)   A person charged with the violation of the above provisions for which payment of this prescribed fine may be made, may pay such sum in the manner prescribed on the issued traffic ticket. Such payment shall be deemed a plea of guilty, waiver of court appearance and acknowledgment of conviction of the alleged offense and may be accepted in full satisfaction of the prescribed penalty for such alleged violation. Payment of the prescribed fine need not be accepted when laws prescribe that a certain number of such offenses shall require a court appearance.
