§ 73.17 SPECIALIZED MOTOR VEHICLES.
   (A)   No specialized motor vehicles, including low-speed and under-speed vehicles, motor scooters, cab-enclosed motorcycles and mini trucks, shall be operated on any street, highway or alley within the village, except at set forth in division (B) of this section.
   (B)   Low-speed specialized motor vehicles (modified golf carts) shall be permitted to operate on all streets, highways or alleys within the village, except they shall not be permitted on North Wooster Avenue or South Wooster Avenue except to cross Wooster Avenue at the traffic lights at First Street and Second Street North. Further, the operation of low-speed specialized motor vehicles (modified golf carts) is conditioned upon them being street legal, and meeting all of the requirements of the state statutes that apply to other motor vehicles in the state, including, but not being limited to, the requirement that the operator must have a driver license, the vehicle must be registered, display license plates and shall be equipped with headlights, tail lights, brake lights, turn signals, rearview mirrors and any other item required of motor vehicles within the state, and must be registered with the Police Department.
   (C)   The Police Department is hereby authorized to conduct the inspection of low-speed specialized motor vehicles (modified golf carts) which are permitted to be operated on streets, highways and alleys within the village; provided they meet the requirements and exceptions set forth in this section, and established therein. The inspections shall be conducted in accordance with the inspection sheet attached hereto.
   (D)   All inspections shall be conducted by the Police Department at the police station, and individuals wishing to have a low-speed specialized motor vehicle (modified golf carts) inspected for the purposes of being designated street legal and meeting the requirements of state law and village ordinances, shall do so by contacting the Police Department to establish a date and time for said inspection, which shall be conducted in accordance with the attached inspection sheet.
   (E)   Upon the inspection taking place, a fee of $25, payable to the village, shall be paid to cover the additional cost connected with the inspections set forth herein.
   (F)   Violation of any of the provisions of this section shall be deemed a misdemeanor, punishable upon conviction by a fine of not more than $500, imprisonment of not more than six months, or both.
