(A) The Water and Sewer Department of the village is reorganized and thereby established the following positions within said Department: Water and Sewer Superintendent/Village Administrator, Operator, Laborer I, Laborer II and Laborer III.
(B) The Water and Sewer Superintendent/Village Administrator shall be appointed by the Village Council after a review of qualifications necessary and appropriate to operate the water and sewer treatment plants, and shall possess the necessary administrative capabilities and qualifications to efficiently administer the Water and Sewer Department.
(C) The following description of duties are hereby established as duties necessary by employees of the Water and Sewer Department to possess in one or more quantities:

(D) In order to qualify as a Laborer I within the newly reorganized Water and Sewer Department, an employee hired must, during their six-month probationary period, acquire and maintain the ability to perform all or some of the above duties to a satisfactory proficiency level as determined by the Water and Sewer Superintendent/Village Administrator. A Laborer I shall possess and maintain 0-39 points from the above description of duties.
(E) A Laborer I who obtains and maintains 40-49 points as described in the above description of duties to a satisfactory proficiency level as determined by the Water and Sewer Superintendent/Village Administrator shall, upon recommendation by the Water and Sewer Superintendent/Village Administrator to Village Council and approval thereof by a majority vote, be elevated to the position of Laborer II and shall maintain the position of Laborer II as long as he or she is able to continue to perform duties consisting of 40-49 points in a satisfactory proficiency manner as determined by the Water and Sewer Superintendent/Village Administrator.
(F) A Laborer II who obtains and maintains 40-49 points as described in the above description of duties to a satisfactory proficiency level as determined by the Water and Sewer Superintendent/Village Administrator shall, upon recommendation by the Water and Sewer Superintendent/Village Administrator to Village Council and approval thereof by a majority vote, be elevated to the position of Laborer III and shall maintain the position of Laborer III as long as he or she is able to continue to perform duties consisting of 50 or more points in a satisfactory proficiency manner as determined by the Water and Sewer Superintendent/Village Administrator.
(G) Any employee holding the qualification of Laborer III who obtains a water or sanitary sewer license, upon recommendation by the Water and Sewer Superintendent/Village Administrator and approval by the Village Council by majority vote, shall be elevated to the position of Operator and shall be paid accordingly.
(H) In addition to the rates of pay, employees of the Water and Sewer Department of the village shall be paid additional monies for each water and sewer license obtained, as previously established and provided for by village ordinances.
