(A) It shall be unlawful for any person to make a right turn against a steady red signal at the following intersection during the hours of 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m. on school days:
(1) For north and south bound traffic traveling on Wooster Avenue at the intersection of First Street; or
(2) For east and west bound traffic traveling on First Street at the intersection of Wooster Avenue.
(B) Except as otherwise provided in this division (B), whoever violates this section is guilty of a minor misdemeanor, and shall be penalized as set forth at § 70.99.
(C) If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one prior motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of a fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more previous motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
