Notice shall be deemed to have been completed hereunder on the fourth business day after such notice is mailed from a United States post office box.
   (C)   Notice. If the notice recipient has not abated the violation stated in the notice, in the manner set forth in the notice, within ten days after perfection of said notice, the village may thereafter take any action authorized in the applicable municipal regulation or ordinance.
   (D)   Applicable. For this section to apply, the initial notice of violation seeking abatement served to a person shall advise that person that subsequent notices relating to the same or substantially similar conduct will be made under this section.
