§ 51.126 RESPONSIBILITY FOR CHARGES.
   The owner of the premises served and the occupant thereof and the user of the sanitary sewer service shall be jointly and severally liable for the sewer service provided said premises. The provisions of §§ 51.021 and 51.022 hereby apply to all properties serviced by the sanitary sewer system.
