§ 51.094 ENFORCEMENT; EMERGENCY SUSPENSION OF SERVICE.
   The village may, for good cause shown, suspend the wastewater treatment service to an industrial or commercial discharger when it appears to the village that an actual or threatened discharge presents or threatens an imminent or substantial danger to the health or welfare of the persons or property, substantial danger to the environment, interferes with the operation of the POTW or violates any pretreatment limits imposed by this chapter. Any treatment service shall, within a reasonable period of time as determined by the village, cease all discharge. In the event of a failure of the discharger to comply voluntarily with the suspension order within the time specified, the village may commence judicial proceedings immediately thereafter to compel compliance with such order. The village may reinstate wastewater treatment service and terminate judicial proceedings upon clear and convincing proof of the discharger of the elimination of the non-complying conditions which created the threat of imminent or substantial danger as set forth above.
