§ 51.091 METERING AND MONITORING FEES.
   (A)   In addition to the other charges, each user shall be charged the current lab cost for testing for each sampling and metering required for high strength surcharges, industrial cost recovery or ascertaining pretreatment compliance. A fee shall be charged for each sampling period in which samples are collected and analyzed. Sampling periods shall not exceed a 24-hour day. Sampling shall be done during regular working hours.
   (B)   Any testing done by any private or independent lab will be charged the current lab charges of such private or independent lab plus travel time for sample container pickup and delivery, and any postage incurred as a result of outside sampling. Mileage shall be charged at the current reimbursement rate established by the village. The village employee picking up and delivering any outside sample shall be paid his or her current rate of pay for the time involved.
