Each consumer or owner whose premises outside the village is connected to the water system shall pay to the village for the connection and for water service for each dwelling, commercial, manufacturing or other unit served, a service charge of $3 per month, and such additional charges based upon the amount and rate of water consumed at the rate of $2.50 per each 1,000 gallons used.
