Notwithstanding any other provision within this chapter, the village shall not be required to allow a connection to its water system by or for the benefit of any property then being served by an existing water well, and the village shall not be required to allow a connection to its sanitary sewer system by or for the benefit of any property then being served by an adequate and functioning septic or similar system for the treatment of the type of waste treated by the village’s sanitary sewer system.
