No rebate, deduction or adjustment shall be made of water or sewer charges to any owner or consumer because of leakage or alleged leakage in any water pipe, tank or other device or because of water wasted through continuously open faucets or when service is temporarily discontinued at the request of the consumer or owner. The village may, when requested by the owner or consumer, reduce the charge for sewer service by an amount equal to the charge for sewer service for 75% of the water wasted and not discharged into the sewer system when the village verifies that a water service or inside plumbing line, not including fixtures or fixture parts, has broken, leaked and caused excessively high water usage to record on the owner’s or consumer’s water meter.
