§ 51.024 METER READINGS; ESTIMATES.
   (A)   Water meters will be read monthly at such times and for such areas as the village shall from time to time determine. Owners or consumers may be charged for water and sewer service at the minimum rates applicable at any time that water meters are not read.
   (B)   The village shall, whenever possible, determine the amount of water delivered to the owner or consumer by reading the water meter and prepare the water and sewer service statements based on such readings. The village may, however, estimate the amount of water delivered since the prior meter reading, taking prior meter readings as a guide, if weather conditions, meter accurance or inaccessibility of the meter or other conditions require. The village shall determine, and their determination shall be final, the amount of water delivered either by estimate or water meter readings or by actual meter readings, and the owner or consumer shall pay to the village the amount charged based on the village’s computation or estimate of water delivered.
   (C)   The village shall calculate charges for water and sewer service based on water usage rounded off to the nearest 1,000 gallon increment.
