The Water and Sewer Superintendent/Village Administrator may enter any premises to which water is delivered or sewer service provided for the purpose of reading, repairing, installing or removing or inspecting water meters, inspecting water distribution, water and sewer service lines or for any other purposes necessary to the proper and efficient operation of the water and sewer systems, and if any owner or consumer shall unreasonably deny such access, the Water and Sewer Superintendent/Village Administrator may discontinue, with the approval of the Water and Sewer Superintendent/Village Administrator, water service to the premises to which access is refused and shall not resume service until access is permitted without obstruction and until a fee of $25 for such resumption of service has been paid to the village, during which time the consumer shall continue to be responsible for minimum billing.
